Becoming a community empowerment and development office that guides transformative change for sustainable community development.

1. Accommodating community empowerment and development activities for UMS lecturers and development actors.
2. Providing guidance for societal change towards independence and prosperity through the sustainable application of science and technology, especially for the people of Central Java.
3. Collecting, studying, and generating appropriate science and technology needed by the community.
4. Developing a synergy of government, community, and business cooperation.
5. Structuring UMS human and institutional resources by building a leadership and management system, as well as a wide network for community development that encourages the achievement of the UMS vision.

1. Achieving an integrated community of agents of change with both mono and multi-disciplinary backgrounds from UMS academic community.
2. Implementing innovation and applying science and technology to enhance community capabilities, independence, and independency.
3. Conducting community service programs in collaboration with local governments and communities as a downstream research activity.
4. Establishing partnerships with industries to enhance university capabilities and foster professional training.
5. Fostering collaborative partnerships between public and private universities throughout Indonesia through a consortium of Research and Community Service Institutes (LPPM PTN/PTS) nationwide.
