Two students from the Faculty of Law and Political Science (FHIP) of Universitas Muhammadiyah Surakarta (UMS), Keenan Khadafi Windarto and Hengkara Muhammad Bakda, appeared as presenters at the International Conference on Artificial Intelligence, Legal Governance, and Sustainable Development: Constitutional, Regulatory and Sectoral Perspectives (AILGS-2026).

The international conference was held in a hybrid format from 6 to 8 August 2026 at Bennett University, Greater Noida, Uttar Pradesh, India. AILGS-2026 brought together academics, researchers, legal practitioners, students, and participants from various countries to discuss the development of artificial intelligence (AI) from legal, governance, and sustainable development perspectives.

AILGS-2026 was organized by the Centre for Law, Technology and Innovation, School of Law, Bennett University, in collaboration with the Indian Law Institute, New Delhi; Rajiv Gandhi National University of Law, Punjab; and Maharashtra National Law University, Mumbai.

At the forum, Hengkara Muhammad Bakda presented a paper titled "Beyond Procedural Formalism: An AI-Driven Framework for Substantive Public Participation in Indonesia." The paper examines public participation in the formation of legislation in Indonesia, which he argues still tends to be formal and procedural in nature.

Hengkara proposed the development of a legal documentation and information network as infrastructure for public participation supported by artificial intelligence. AI, he explained, could be used to help the public understand draft regulations, compare changes in wording, classify public input, and map the arguments of various stakeholders.

"The model is equipped with a Legislative Participation Response Matrix to ensure that every public aspiration can be tracked, considered, and given an open explanation," he said on Monday (17/8/2026).

Meanwhile, Keenan Khadafi Windarto presented a paper titled "Reframing AI Governance in Healthcare: A Noetic Cyber-Law Approach to Algorithmic Accountability." The paper addresses the issue of accountability in the use of AI in healthcare services, including algorithmic bias, inaccuracies in medical predictions, patient data protection, and the lack of clarity around who is responsible for AI-based decisions.

Through a Noetic Law approach, the paper integrates waḥy (revelation) as a moral foundation, 'aql (reason) as a rational instrument, and wāqi' (reality) as empirical testing. These three elements are applied through the Noetic Algorithmic Accountability Test, which covers the testing of purpose, justification, verification, and remedy.

The model asserts that the use of AI in healthcare must remain oriented toward the protection of human dignity, must be capable of being overseen, must be validated according to local context, and must provide a mechanism for remedy available to patients.

The supervising lecturer who accompanied the two fourth-semester students, Dr. Rizka, M.H., praised the courage and readiness Keenan and Hengkara showed in presenting academic ideas at an international forum.

"Keenan and Hengkara's participation as presenters is a proud achievement. Even though they are only in their fourth semester, both of them dared to present their ideas, defend their arguments, and engage in discussion in front of panelists and participants from various countries," she said.

According to her, this experience is important for building critical thinking, self-confidence, scholarly communication skills, and global perspective among students.
